If the administration becomes convinced Jong Il isn't yet a nuclear threat to Japan and S. Korea, there's a fear I have that it will try to convince the public of the opposite, and drop bombs on 'missile building sites' to influence the election. Or is the legislative branch no longer worth the trouble?
