So if the Republicans do in fact vote to raise the debt limit and reopen the government, as Obama insists they do before he'll negotiate on the budget...

Won't any concessions he makes in that negotiation seem like they were caused by the fear of further hostage-taking?

You can't negotiate with terrorists, they say, but what else can he do?
